Federal Aid Series

We offer compliance classes for California public agencies in partnership with the California Department of Transportation. The popular five-part Federal Aid Compliance Series is offered free to employees of government agencies in California. The courses are offered in two formats:

Getting Your Federal Aid Project Started (PD-08)

This course provides an overview of key requirements and responsibilities to be carried out by local agencies using federal funds for project delivery and is strongly recommended as a precursor for the rest of the courses in the Federal Aid Series.

Procedures of Rights-of-Way Acquisition (PD-09)

Training provides an overview of procedures local agencies must follow to acquire real property for transportation projects, including recent changes in rules and critical tasks. Focus is on the ROW and the Utility Facilities Chapters of the LAPM.

Federal-Aid Project Development: Design to Construction (PD-10)

This course continues discussion of step-by-step procedures for project development, picking up where Course I leaves off. The focus is on chapters 11, 12, and 15 of the LAPM, including how to balance increased local responsibilities with increased procedural flexibility.

Federal Rules for Contract Administration and Project Completion (PD-11)

This training focuses on procedures to ensure accountability and regulatory compliance during the actual construction phase, including some discussion of the resident engineer's or Inspector's responsibility to identify deviations from project specifications.

Federal Procedural Requirements for Environmental Analysis for Transportation Projects (NEPA) (EV-03)

Training focuses on the rules that must be followed to comply with requirements of the National Environmental Policy Act (NEPA), and California's Environmental Quality Act (CEQA).
